The United Kingdom government is moving forward with a temporary ban on cryptocurrency donations to political parties, following recommendations from an independent review into foreign interference in the country’s electoral system.
Prime Minister Keir Starmer confirmed the government’s intention to implement a moratorium on crypto political donations during Prime Minister’s Question Time on Wednesday. “I can tell the House we will act decisively to protect our democracy. That will include a moratorium on all political donations made through cryptocurrencies,” Starmer told Parliament.
The announcement follows the publication of the Rycroft Review, an independent inquiry examining foreign financial interference in UK political and electoral systems. The review specifically recommended implementing a moratorium on cryptocurrency donations to political parties amid concerns about transparency and foreign influence.
Under the proposed measure, cryptocurrencies will be prohibited for political donations until robust regulations can be established to prevent untraceable funds and foreign interference in UK elections. The government emphasized that the ban aims to protect democratic processes while regulatory frameworks are developed.
The ban will be implemented by amending the Representation of the People Bill, which is currently at the committee stage in the House of Commons. According to a government statement released Wednesday, the changes would take “retrospective effect” from March 25, 2025.
Before becoming law, the legislation must pass through both the House of Commons and the House of Lords, then receive royal assent from King Charles III. Once the legislation comes into force, political parties and regulated entities, including candidates and members of Parliament, will have 30 days to return any unlawful donations received during the interim period.
“After which enforcement action can be taken,” the government stated. The Electoral Commission will be responsible for overseeing compliance with the new regulations.
Several high-ranking members of Parliament have been advocating for stricter controls on cryptocurrency donations this year. The chair of the security committee and other lawmakers have warned that foreign states could potentially exploit crypto payments to influence UK politics through untraceable contributions.
Reform UK became the first political party in the United Kingdom to accept cryptocurrency donations in May 2024. Party leader Nigel Farage announced at the Bitcoin 2025 conference in Las Vegas that the group would accept Bitcoin and other digital currencies from eligible donors.
The temporary ban will remain in effect until specific conditions are met. According to the government, the moratorium will not be lifted until “Parliament and the Electoral Commission are satisfied that the regulatory environment is robust enough to ensure confidence and transparency in donations being made in this way.”
This means cryptocurrency donations to political parties could remain prohibited for an extended period while comprehensive regulatory frameworks are developed and approved. The government has not provided a specific timeline for when it expects adequate regulations to be in place.
The next general election in the United Kingdom must be held by August 15, 2029, giving lawmakers approximately four years to establish appropriate oversight mechanisms for cryptocurrency political contributions if they wish to permit them before the next nationwide vote.
The move reflects growing concerns among democratic governments worldwide about the potential use of cryptocurrencies to circumvent campaign finance laws and transparency requirements. Digital assets’ pseudonymous nature has raised questions about whether existing political donation tracking systems are adequate to prevent foreign interference.
The UK’s decision to temporarily ban crypto donations follows similar discussions in other jurisdictions about how to regulate digital asset contributions to political campaigns while maintaining democratic transparency and preventing foreign influence operations.
